We currently do a full database restore when refreshing our QAS data with Production Data. Each time they refresh, all users and their profiles in PRD overwrite our users and profiles in QAS.
Can someone tell me how to identify all tables that contain the users
and their access (and any transparent links)? We'd like to
export these tables during the restore and reapply them later.
Any information would be greatly appreciated!

Export the User Master data before the refresh and import it back later.
--- Do Client Export by selecting only the User Master Data Profile.

Before you do the refresh of the system, do a client copy with user data and import the same after the refresh to get the users as same.

SAP, so when you state do a client copy, is this just certain tables?
Our ABAP and Config people seem to indicate to me that there are numerous
tables to identify and those tables may have transparent links. Maybe

It looks like you would need to export the User Master data from QAS to a DEV client. Once the system refresh is done for QAS, you would then need to export the user master from DEV to QAS.
By the way, instead of doing a database restore from PRD to QAS, why not just export a client from PRD to QAS? You don't even need to do a homogeneous copy.
